The Local Government Specialist is an educator, a member of the Oklahoma Cooperative Extension Service, a part of the Land Grant Mission of Oklahoma State University. The Local Government Specialist (LGS) shall create and/or update training materials for Oklahoma county government elected officials and employees. The LGS makes training presentations, both in-person and virtually (e.g. Zoom). The LGS updates county government handbooks and write other educational publications. The LGS provides assistance to local governments, particularly county governments, upon request. Requests for assistance may be by phone, email, face to face or other modes of communication. The LGS works, coordinates, and cooperates with state agencies, county government associations, Extension staff, and others, as needed, to perform the duties of the position. There will be times when the LGS gathers and analyzes data relevant to local governments and writes pertinent reports and publications. The LGS shall, from time to time, develop special presentations on specific topics relevant to local governments, particularly county governments in Oklahoma. Presentations will be in-person, via audio, via video, live or recorded or whatever method is best suited to a situation. The LGS will help create on-line, web-based, asynchronous training. The LGS shall be/become an expert on one or more of the county government offices in the State of Oklahoma. The LGS shall provide other related duties as required.

Applicants should have experience or potential to educate adults and create educational content for adults. It is preferred that applicants have knowledge of procurement and bookkeeping practices for organizations, particularly government organizations.

Education & Experience

Position Qualifications:

Required:

High School/GED and five or more years’ relevant county government experience OR an Associate’s degree in Education, business, government, or related field of study.

Valid driver’s license

Must be able to effectively communicate both orally and in writing. Ability to teach adult audiences. Ability to write technical information for adult audiences. Must be proficient in use of a personal computer (PC) and proficiently use Microsoft Word, Power Point, and Excel. Must be able to quickly learn and use Microsoft Outlook, Microsoft Teams, Zoom, a web-browser, and Adobe Reader. Must know the basics of county government in Oklahoma, that is, the offices and the basic functions of those offices. Must be able to travel alone, be away overnight, lift loads of up to 50 lbs., work independently, and work with a team.

Preferred:

Master’s degree in Education, business, government, or related field of study. Work experience in county government in Oklahoma. Detailed working knowledge of the procurement process. Detailed understanding of the Chart of Accounts used in county government in Oklahoma. Significant teaching experience. Significant technical writing experience. Experience developing and writing curricula for adults. Experience developing and writing web-based educational material.

Proof of oral and written communication skills. Proof of creation of instructional materials. Proof of proficiency with Microsoft Office, Zoom, web browsers, and Adobe Reader. Knowledge of county government purchasing, accounting, and financial statements. Proof of ability to work with a diverse range of people. A diverse range of people may be defined as including Extension educators, elected county officials, state agency personnel, county government staff, and university faculty. Working knowledge of county government purchasing laws and procedures.
